Job Purpose
The PMO Manager is responsible for establishing, managing, and continuously improving the Project Management Office (PMO) within the Payments and Banking environment. The role oversees strategic programs and projects related to payments modernization, digital banking, regulatory compliance, core banking transformation, card and merchant services, and operational excellence initiatives.
The PMO Manager ensures delivery governance, portfolio management, financial oversight, risk management, and alignment between business objectives, regulatory requirements, and technology initiatives.
Key Responsibilities
PMO Leadership & Governance
  • Establish and maintain PMO governance frameworks, standards, methodologies, and best practices.
  • Develop and enforce project delivery policies, controls, and reporting standards.
  • Ensure alignment of projects with business strategy and banking objectives.
  • Conduct project health checks and governance reviews.
  • Drive PMO maturity and continuous improvement initiatives.
Portfolio & Program Management
  • Manage a portfolio of payments, banking, and technology transformation projects.
  • Prioritize projects based on strategic value, regulatory requirements, and business benefits.
  • Monitor project dependencies, milestones, risks, and resource utilization.
  • Ensure successful delivery of programs within scope, schedule, budget, and quality targets.
  • Facilitate portfolio governance forums and steering committees.
Payments Industry Delivery Oversight
Oversee initiatives such as:
  • Real-Time Payments implementations
  • SWIFT modernization projects
  • ISO 20022 migrations
  • Cross-border payment solutions
  • Card issuing and acquiring projects
  • Merchant acquiring platforms
  • Digital wallet initiatives
  • Mobile and online banking enhancements
  • Open Banking and API programs
  • Payment gateway implementations
  • Fraud prevention and AML-related projects
  • Core banking integrations and upgrades
Financial Management
  • Manage project budgets, forecasts, and financial reporting.
  • Track benefits realization and return on investment (ROI).
  • Ensure cost control across the portfolio.
  • Support business case development and investment approval processes.
Risk, Compliance & Regulatory Management
  • Ensure projects comply with banking regulations and payment industry standards.
  • Manage project risks, issues, assumptions, and dependencies.
  • Support compliance requirements related to: 
     
    • PCI-DSS
    • SO 20022
    • AML (Anti-Money Laundering)
    •  KYC (Know Your Customer)
    •  POPIA / GDPR
    •  Basel requirements
    •  Financial sector regulations
    •  Ensure audit readiness across all project activities.
Stakeholder Management
  • Engage with Executive Leadership, CIO, COO, Business Heads, Product Owners, and Regulators.
  • Provide executive reporting and portfolio dashboards.
  • Facilitate decision-making and issue resolution through governance forums.
  • Manage third-party vendors and strategic partners.
Resource Management
  • Coordinate project managers, business analysts, architects, and delivery teams.
  • Manage resource capacity planning and allocation.
  • Identify skills gaps and support capability development.
Reporting & Analytics
  • Produce portfolio reports, executive dashboards, and governance packs.
  • Track KPIs related to delivery performance.
  • Report portfolio health and strategic outcomes.
  • Maintain project documentation and management information systems.
